Job Summary

Under the Army TLB Information Directorate, the Cyber and Security pillar, headed up by 1* Senior Civil Servant, has a diverse, military and civilian, and highly capable workforce. Corporate STRAP Security Officer’s (SO’s) across Defence play a vital role in the safeguarding and protection of STRAP material. All large (Top Level Budget (TLB) holders) appoint a Corporate STRAPSO team to oversee, manage and assure all STRAP related activity and accreditation in the business area. They also act as the principal intermediary between local security professionals such as unit and establishment STRAPSO’s and Principal Security Advisers (PSyA) and the STRAP Administration Authorities.

The Army Deputy Corporate STRAPSO role exists in the (PSyA) Team and supports the Corporate STRAPSO, PSyA and 2* Senior Security Risk Co-ordinator in Army HQ maintaining and assuring the integrity of STRAP material and facilities across the Army, circa 40 locations, both in permanent locations and on exercise to provide assurance to that robust security measures are effective at protecting such material. They will also be responsible for investigating any reported security breaches and incidents concerning STRAP material and take all such counter measures to mitigate any impact.

Job description

This is a Reserved post requiring Developed Vetting clearance to enable STRAP access and is open to UK Nationals only due to the nature and classification of the data. The role of HEO Army Deputy Corporate STRAPSO works to the SEO Army Corporate STRAPSO offering specialist advice and support to Army TLB personnel, formations, units, locations and projects to support and enable access to STRAP material.

We are looking for a talented and motivated individual who is a team player, but is equally comfortable working on their own, to assure the integrity of STRAP material and facilities across the Army, circa 40 locations, both in permanent locations and on exercise to provide assurance to that robust security measures are effective at protecting such material. Daily tasks require the management of competing work streams of varying priorities and delivering advice to a wide rank range of staff (from Junior NCO to Senior Officer) whilst under time pressure.

The successful candidate must be comfortable engaging with wider Defence, government, and industry on all areas of STRAP Management, have a firm understanding of a range of Security Policy’s such as vetting, nationality rules and physical security. Maintaining close liaison with and building strong professional relationships with key internal stakeholders including unit STRAPSOs and the MOD Corporate STRAPSO team. Attendance and participation at meetings, presentations, conferences exercises across the UK, and potentially overseas, will be required from time to time, including occasional overnight stays.

Person specification

We are looking for a person, ideally with previous experience managing STRAP material or working in a STRAP environment, with excellent written and verbal communication skills and an ability to work at pace are essential. The successful candidate will be required to:

1.Act as a focal point for information, advice and policy on STRAP matters within the Army TLB and providing current information on security clearances and induction status of personnel.

2. Monitor all STRAP related breaches in Army TLB in conjunction with the Army WARP.

3.Certify and de-certify STRAP related establishments/units. Maintain a register of STRAP certified establishments/units and the corresponding STRAPSO.

4. Notification of changes to STRAP policy. Contribute updates to the National Authority database.

5. Provide support to projects where STRAP material is required to be held.

6. Submit monthly STRAP returns to update the Army STRAP database.

7. Conduct STRAP inductions, de-inductions and defensive briefings when required.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
