Job Overview
The role of Commissioning Manager (Band 8a) within the West Midlands Health and Justice team focuses on commissioning healthcare services in non-custodial settings, such as Liaison and Diversion, Primary Mental Health Treatment requirements, and Reconnect services. This position includes overseeing national pilot projects, managing cross-cutting pathways (e.g., neurodiversity, substance misuse, women’s pathways), and implementing key recommendations for service improvement.
Main Duties and Responsibilities
Operational leadership of a commissioning team managing non-custodial healthcare services.
Oversight of contract quality assurance and performance monitoring.
Development of robust stakeholder relationships, including with NHS providers and independent sectors.
Performance management of healthcare providers to ensure service quality, safety, and value.
Address underperformance and oversee outcome-based service specifications.
Support planning and commissioning processes in partnership with courts, probation, police services, and other stakeholders.
Lead key meetings and address complex problems through appropriate action.
Regular travel across the West Midlands region and hybrid working required.
Job Qualification
Essential Criteria:
Educated to masterโs level or equivalent senior-level experience in a relevant area.
Proven commissioning and contracting experience.
Extensive specialist knowledge through post-graduate diploma or equivalent experience.
Experience managing and motivating a team, with performance review responsibilities.
Strong negotiation and communication skills with senior stakeholders.
