Main Purpose & Function
The Planning Analyst will provide technical and professional support to the Heritage Group, with a focus on the processing and review of permit applications and related functions, as well as contributing to a variety of policy and public awareness and education initiatives.

This will include responsibilities associated with maintaining and updating public information and by-laws, written and verbal responses to heritage enquiries, preparation of reports, and support of public consultation processes.

The position’s other responsibilities include graphic design, technical planning work and research supporting both rezoning and policy needs.

 

 

Specific Duties & Responsibilities

  • Preparing and coordinating materials for Council reports to Public Hearing and other policy reports.
  • Preparing and reviewing land use by-laws and guideline document.
  • Overseeing the presentation of by-laws and the process of enactment.
  • Assisting in the preparation of planning policy, zoning and guidelines.
  • Managing the City of Vancouver’s Heritage Awards and heritage plaque program.
  • Managing and updating the Vancouver Heritage Register, including the evaluation of particular sites, and related database files.
  • Maintaining the Transfer of Density, and Heritage Amenity Shares database.
  • Assessing, analyzing and presenting enquires for internal staff discussion.
  • Managing permit applications associated with heritage sites and providing appropriate advice to related staff groups – rezoning, urban design, landscape.
  • Responding to written and telephone enquiries.
  • Organizing and facilitating public consultation processes.
  • Providing support and advice to the Vancouver Heritage Commission, the Vancouver Heritage Foundation and other heritage advisory committees and sub-committees as necessary.
  • May attend public meetings to provide heritage support and answer questions from the public.
  • Maintaining and updating websites and facilitating social media outreach.
  • Undertaking research, mapping and data collection.

 

 

Qualifications

Education and Experience:

University degree in Planning and some professional planning experience or related university degree with experience related closely to the duties involved, or equivalent combination of education and experience.

 

 

Knowledge, Skills and Abilities:

  • Ability to work independently and participate successfully on work teams and with the public, and to complete assignments using sound professional techniques and judgment.
  • Efficiently prioritize time in order to meet deadlines (e.g., prioritize tasks, communicate expected timeframes for the delivery of items with staff and request help when needed) is a requirement.
  • Strong interpersonal and communications skills, written and verbal are required.
  • Must be able to demonstrate sound research and analytical abilities and experience, and have an aptitude in the legal and technical aspects of heritage planning work.
  • Familiarity with development, building and sign permit processes and a working knowledge of related regulations, including zoning and guidelines, and heritage conservation principles is strongly preferred.
  • A working knowledge of City policy related to community plans, policy statements, official development plans, and heritage policies is preferred.

 

 

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

 

 

The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
